What is an Item Upgrader in Pokemon Go?

The upgrader for items adds a new widget at the top of the Angel and Cash Upgrade windows. This Manager costs 33 billion Angel Investors and offers no benefits to gameplay other than making it easier to find and purchase upgrades.

Costs
Upgrades have a few associated costs. The first cost is the upgrade itself. This cost depends on the item's new ilvl and the amount of perks it gains, and can be expensive. Upgrades to a higher level (such as Explorer to Champion or Veteran to Heroic) can be costly.
The second is the cost of the materials required for an upgrade. These items are usually Power Dices (dropped from monsters 21+), Minerals and Erons or a specific Mists of Pandaria or Warlords Of Draenor Quests. These materials are available in the inventory of an upgrade vendor.
It takes time to upgrade an item. It can take 8 hours, depending on the size of an upgrade. The base stats of the upgraded item are calculated based on the new ilvl as well as other properties. Another way to increase the chance of an upgrade achieving success is by using an item called Blacksmith Blessing or an upgraded version of it. This item is useful when your piece of equipment or weapon is close to or has reached the maximum level of its tier. It allows you to upgrade that piece of equipment to the next level without worrying about it breaking.
